Delegate Shott moved to amend the Committee Substitute on page 2, section 4, line 9, immediately following the word “obtain” by striking the reminder of the sentence and inserting in lieu thereof the following: “relief against the state or its political subdivisions: Provided, that such relief is limited to injunctive or declaratory relief and reimbursement of costs and reasonable attorney fees.”
